General Statement of Duties

Performs difficult and advanced planning work such as comprehensive planning, zoning, plans of development and subdivisions; and is involved in a variety of projects; does related work as required.

Essential Duties

This position, in the Development Review and Design division of the Henrico County Planning Department, focuses on the review of landscape, lighting, site plan and urban design projects to ensure compliance with county zoning ordinance, site standards, and design guidelines. Duties include preparation of alternative designs for plan review projects that provide solutions during the review process relating to site design, grading and drainage, landscaping and buffering requirements, fencing and lighting; and occasional preparation of landscape plans for special projects.

Requires knowledge and an ability to analyze and apply the principles of planning and urban design, landscape architecture, and site plan and subdivision processes. Reviews and analyzes detailed engineered plans of development, subdivision plans, and architectural plans, for conformity with county codes and regulations, zoning proffers, good planning and engineering principles, and county development policies and procedures. Coordinates the review process for site plans with other county, state, and federal agencies and private corporations. Chairs staff/developer conferences attended by developers and their representatives as well as other reviewing agencies, and occasionally prepares and presents staff reports on plan reviews and staff recommendations to the Planning Commission at public hearings.

Excellent written and oral presentation skills are required and experience presenting at municipal hearings is desirable. Position requires a significant amount of interaction with citizens, developers, engineers, various state and county agencies, county administration, the Planning Commission, and the Board of Supervisors. Training and experience in landscape design, site construction, and land use practices including the ability to read and interpret detailed site construction, architectural, landscape and lighting plans, is essential. Possession of a degree in Landscape Architecture, Planning, or Urban Design with emphasis on landscape design, as well as PLA licensure or AICP certification, is preferred. Extensive knowledge of the principles and practices of planning and zoning, including some familiarity with statistics, economics and sociology; good knowledge of the laws and regulations relating to the area of planning to which the position is assigned; good relevant knowledge of the principles and practices of civil engineering and of building construction practices and methods as they relate to the position to which assigned; ability to perform or oversee technical research work, and to give reliable advice and assistance on planning problems; ability to express ideas both orally and in writing in a clear and concise manner; ability to establish and maintain effective working relationships with staff, elected and appointed officials, other agencies and the public.

Minimum Qualifications

Possession of a master's degree in urban planning or a related field and two (2) years of professional planning experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities. AICP Certification preferred.

Salary range: County Planner I: $52,486 - $96,551; County Planner II: $60,413 = $111,133; County Planner III: $66,352 - $122,058
