Description

The Manager I - Grant Accounting position manages the District's internal and external grant claiming processes. Ensures the prompt and accurate claiming of all revenues related to grants. Identifies, creates reports and informs the stakeholders of all pertinent financial matters related to grant claiming. Maintains the annual Single Audit for the District.

The salary range is $95,470 - $137,754 (12 months/260 days)

Qualifications

Education Requirements:

  • The position requires a bachelor degree from an accredited college or university, in accounting, finance.
  • Certified Public Accountant (CPA), or master degree in Business, School Business, Finance or Accounting required.
  • A combination of education and experience may be substituted in lieu of a degree.

Experience Requirements:

  • The position requires five or more years of grants experience.
  • The position requires at least three years of supervisory experience.
  • Knowledge of accounting, audit procedures and/or budgeting is required.

Knowledge, Skills and Abilities:

  • Effective oral, written, analytical and presentation skills are essential
  • The incumbent must be able to work independently
  • A thorough knowledge of state and federal grant program guidelines is required.
  • Must be able to work with individuals at the state and federal level.
  • Must be able to monitor grants for compliance with fiscal and operational requirements.
  • The ability to work under pressure with many projects and differing deadlines is critical while delegating workload and monitoring progress of team members to ensure goals are met.
  • Incumbent must be able to interface with all levels of management and a diverse population
  • Advanced Excel and PC skills with experience using MS Office software and various internal accounting systems is required
  • Must be self-motivated, flexible and resourceful
  • A demonstrated ability to work well with external customers, departmental leaders and staff, other central office departments and school staff is required

Responsibilities

  • Manages, oversees and reviews the preparation of the State and Federal Schedule of Expenditures of Federal Awards Annual Report and Fall reports for the Wisconsin Department of Public Instruction (DPI), including assisting with the 1505 SE annual report, to ensure that the district receives all its state aid and awards.
  • Conducts the yearly Single Audit process and gathers all pertinent information for successfully completing this process and satisfying regulatory requirements.
  • Maintains communication with all stakeholders to ensure regular, efficient claiming of funds.
  • Oversees the district's $350+ million federal and state grant programs, including establishing new grant programs, processing expenditures, preparing and filing of federal and state reimbursement claims, compiling grant-related financial reports, reviewing claims for reasonableness and interfacing with independent and federal auditors.
  • Maintains and controls the proper accounting for the grants contained in Fund 27, taking special care to not include unaidable or unallowable expenses in final amounts.
  • Monitors the No Valid License report and requests information from Human Resources on actions taken to mitigate the lack of licensing in positions that are assigned to Special Education grants.
  • Supervises the recording and monitoring of alignments regarding paraprofessionals, hourly employees, and other staff that are spending time in Special Education activities, correctly identifying individuals who are in grants, aidable, and unaidable (no valid license), and producing the proper accounting related to the District's Fund 27.
  • Understands the regulatory framework and works together with the Director of State and Federal Programs as well as the Director of Special Education, and other district administrators to provide accurate accounting and controls regarding grant expenses.
  • Implements and maintains effective financial systems and internal controls for the grant claiming process according to accounting principles (GAAP/GASB) basis.
  • Oversees and directs the monitoring of grant revenues and expenditures against the annual budget and performs critical analysis to ensure reasonable and proper, reporting, accounting and claiming.
  • Provides information for the internal and external auditors for annual financial and program audits. Communicates with external auditors, the Department of Public Instruction and the senior financial management team on all grant related matters.
  • Identifies and informs the Comptroller and other management staff of pertinent grant financial matters.
  • Recommends process improvements to the Comptroller. Devises methods to improve the overall reporting process in grants accounting.
  • Serves as a liaison between State and Federal Programs, Financial Planning and Budget Services and other, related departments.
  • Ensures the availability of reports for grant budgetary analysis of funds and informs the State and Federal Programs Department, Financial Planning and Budget Services, and other areas, as needed, on identifying the need to create Fiscal Notes to keep balanced budgets in all grant related accounts.
  • Directs the development, implementation and maintenance of the grant accounting reporting processes to ensure strong internal controls, the effective and efficient recording of transactions, the accurate and timely recording of information, and compliance with GAAP or other required legislation and State and Federal laws and regulations.
  • Helps calculate and appropriately applies the Indirect Cost Rate Adjustment to grants,
  • Regularly reports on revenues and expenditures relative to grants budget.
  • Manages and coaches employees on the work flow and assigns tasks to ensure standards are maintained.
  • Manages personnel, to include work allocation, training, and problem resolution, evaluating performance and making recommendations for personnel actions according to the policies and procedures of MPS and direction provided by the Milwaukee Public School's Board of Directors.
  • Actively supports the MPS Strategic Plan.
  • Performs other duties as assigned.
