General Statement of Duties

Utilizes external data sources & field surveys to collect, enter, maintain and analyze various types of complex community data to accurately determine the needs, interests & satisfaction of various stakeholder groups, identify actionable trends, and prepare findings as the basis for programmatic recommendations, reports, informational materials, etc.; implements or assists with implementing approved recommendations; represents the County and the Department through public presentations and interactions, determining community needs, providing program outreach, & obtaining community feedback; recommends the use of grant funds and implements programs as part of community revitalization efforts assisting community members and businesses; serves as a primary liaison for collaborations with existing local neighborhoods, community groups and non-profit partners; resolves basic and routine citizen issues and complaints independently; assists with special projects; and performs other duties as assigned.

Essential Duties

This is the first level in an approved career development series. Proficiently performs all the duties of Revitalization Specialist plus: Reviews applications for community assistance or grant funding for completeness and accuracy, and recommends approval/denial, coordinates assigned projects, coordinates Volunteer Programs, and logistics, identifies need for changes to improve existing programs/processes and makes recommendations for necessary approvals, implements approved changes; Develops presentations & other materials for meetings, sponsored events, town halls, public hearings, and gives presentations; Identifies grant opportunities, shares grant information with other Revitalization Specialists, assists with grant application development & submissions, manages less complex awarded grants as assigned; Develops and maintains a sound awareness and understanding of internal and external stakeholders’ goals and objectives and programmatic needs and recognizes political sensitivities and implications, evaluates programs’ effectiveness in meeting stakeholders’ needs, makes viable recommendations to improve programs’ impact; May be responsible for managing multiple projects and programs, coordinating with internal and external agencies, managing budgets and schedules for assigned programs, and developing and undertaking outreach activities for assigned programs; Performs other duties as assigned.

Minimum Qualifications

Four (4) year degree in a relevant field, relevant master’s level degree preferred; Two (2) years of relevant experience with community development or related programs and activities; OR: Any equivalent combination of experience and training which provides the necessary knowledge, skills and abilities.

Additional Information

Position is responsible for working in an office and a community setting. Position will be responsible for supervising others that are performing tasks related to yard maintenance, trash removal, minor exterior painting, etc.

Position requires knowledge of community revitalization programs, land use, housing, zoning and planning, home repair and the use of GIS for mapping and data analysis; ability to establish and maintain effective and professional working relationships with community partners; and excellent written and verbal communication skills. Requires ability to understand, interpret, and administer programs consistent with regulatory requirements; and working knowledge of house systems or construction.

This position is part of an approved career development plan and may be filled at any level (entry, I, or II) based on the successful candidate's qualifications. Classification level and salary will be based on the successful candidate's qualifications.

Entry Level/Revitalization Specialist:

Oversees the Community Cleanup and Volunteer Assistance programs under the general supervision of the Division Manager; Orders supplies, tools and equipment needed for departmental projects; Reviews and approves payments; Assists with program development and design; Assists in the development of outreach materials and presentations; Prepares monthly, quarterly, and annual reports; Responds to citizen inquiries; Participates in field surveys and other data collection, assembling, summarizing, analyzing and presenting as needed; Maintains program documentation and files.

No previous direct experience required, completion of Bachelor's degree in Urban Planning or related field, with specific coursework and knowledge related to the position.

Expected Hiring range: $52,486 - $53,731


Revitalization Specialist I

Same duties as Entry Level, in addition to the following:

· Undertakes tasks independently, under general guidance of Division Manager; May represent the County at informational meetings, sponsored events, public hearings, presentations, and meetings with program partners; Identifies program needs and trends and provides recommendations for program modifications; May serve as a lead on special projects; May independently review and approve program payments; Maintains program administrative guidelines and procedures, suggesting modifications as needed; Resolves routine issues independently; Undertakes complex research tasks in support of programs; Prepares visual and written information to support and promote departmental programs and document accomplishments.

· 2 years of relevant experience required; completion of bachelor’s degree in urban planning; or related field. Or Master’s degree from an accredited program.

Expected Hiring range: $57,646 - $59,013

Revitalization Specialist II

Same duties as Revitalization Specialist I, in addition to the following:

· Undertakes tasks independently, with minimal need for technical or supervisory oversight; Manages special projects involving complex analysis and multifaceted presentations; Develops and implements outreach programs involving multiple approaches; Maintains professional rapport with relevant local, state, and federal agencies, representing Henrico County in a professional manner; Reviews and analyzes HOA covenants; Forecasts program needs based on community and national trends

· 4 years of relevant experience required, completion of Bachelor's degree in Urban Planning, or two years’ experience combined with Master's degree

Expected Hiring range: $63,313 – $64,815

Required by all:

Valid driver’s license and ability to perform assigned duties at various locations. May be required to occasionally work a flexible schedule.
