The Department of Public Works (DPW) Design Division develops plans and prepares construction documents for County roadway and drainage projects and provides review and approval for roadway and drainage projects prepared by County consultants. This division also is responsible for the Henrico County floodplain management program and manages the five regulated dams owned by the County. The DPW Design Division coordinates with several other County departments—including Planning; Building Inspections; Recreation and Parks; Emergency Management; and other divisions of Public Works—to serve the needs of County residents. General Statement of Duties

Performs work of considerable difficulty managing and leading multiple, strategic, and high value capital projects from inception to completion; performs complex and advanced project management work; expert working knowledge of facility planning, architectural design, engineering, and construction practices; may directly supervise assigned personnel.

Essential Duties

Henrico County is seeking a highly skilled Floodplain & Dam Safety Program Manager to oversee and lead its floodplain management and dam safety programs. This position manages strategic projects that directly impact public safety, environmental protection, and community resilience. Key Responsibilities:

  • Manage and lead Henrico’s floodplain management and dam safety programs, including:
    • National Flood Insurance Program (NFIP) compliance
    • Community Rating System (CRS) participation (Class 5)
    • Floodplain mapping updates and community outreach
    • Development of voluntary acquisition and resilience programs
    • Oversight of 5 County-owned high hazard dams
    • Coordination of annual dam safety exercises and emergency response
  • Plan, budget, and manage multiple complex capital projects from start to finish.
  • Supervise and develop Capital Project Managers and technical staff.
  • Prepare and manage project budgets, contracts, RFPs, and procurement documents.
  • Present project updates and reports to County leadership and the Board of Supervisors.
  • Lead collaboration across departments and agencies.
  • Provide mentorship, guidance, and training to staff.
  • Be available to support emergency response situations related to dam safety, flooding, or severe weather events.

What We're looking for:

  • Expert knowledge of floodplain management and dam safety principles, regulations, and best practices.
  • Strong project management and leadership skills, managing large, complex projects.
  • Excellent communication skills with the ability to translate technical information for diverse audiences.
  • Ability to supervise, motivate, and develop staff.
  • Proficiency in Microsoft Office and GIS software.
  • Strong problem-solving skills and ability to work independently.

Preferred Qualifications:

  • Certified Floodplain Manager (CFM) designation.
  • Experience working with:
    • Virginia Department of Conservation & Recreation (Floodplain Management and Dam Safety Divisions)
    • FEMA Region 3
    • Regional and local government floodplain/dam safety programs


Minimum Qualifications

Four (4) year degree in related field; architecture, construction, or engineering preferred; and five (5) years of related professional experience; background in project management, professional engineering, or architectural preferred; PMP certification is preferred; previous supervisory experience preferred; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
