Dear Certificated Staff Member:

For the upcoming 2024-2025 school year, we will implement a special transfer process in accordance with section 16.1.2 of the new SMCPS/EASMC negotiated agreement. Requests to transfer to or between any Blueprint School or Title I school will be accepted until June 1, 2024. Certificated staff may elect to choose up to five (5) designated Blueprint/Title 1 school sites for which they wish to be considered for a transfer. Candidates requesting transfers will be selected using the regular interview process for voluntary transfers.

The regular transfer process for all sites will not be opened unless (1) all designated school sites’ vacancies have been filled, (2) all current (employees whose positions were reduced) and returning (leave of absence) employees have been placed, (3) there are still additional vacancies elsewhere, and (4) it is before the June 1 date for internal transfers. Voluntary transfers out of designated Blueprint/Title 1 schools will not be considered unless requesting to move to another designated Blueprint/Title 1 school. If the regular transfer process is opened, another email communication will be distributed to all certificated staff.

Employees with extenuating circumstances that may warrant special consideration by the Superintendent may email hrd@smcps.org by no later than June 1, 2024. There is no guarantee of a waiver; the Superintendent will make decisions on a case-by-case basis.

For the 2024-2025 school year, designated school sites available for the special transfer process are:

George Washington Carver Elementary School Lexington Park Elementary School
Great Mills High School Park Hall Elementary School
Green Holly Elementary School Spring Ridge Middle School
Greenview Knolls Elementary School

The Blueprint Schools that qualify for additional compensation for classroom teachers who hold National Board Certification (NBC) through the National Boards for Professional Teaching Standards (NBPTS) are George Washington Carver Elementary, Spring Ridge Middle, and Great Mills High School.

SMCPS and EASMC have also agreed to a one-time stipend for any staff member assigned to a Blueprint School for the 2024-2025 school year who agrees to enroll or has enrolled and is in the process of obtaining their NBC through NBPTS. This one-time stipend will be available to staff currently assigned to Blueprint Schools as well as any staff members who transfer to these locations in any vacant position. Additional information about this stipend for eligible schools will be shared with certificated staff. Both SMCPS and EASMC have support programs available.

To fully complete a transfer request, you must:

  1. Create a transfer request profile, including up to five designated sites for consideration.
  2. Use your SMCPS email address.
  3. **Upload your Maryland Teaching certificate. **
  4. Upload a current resume (not the one with which you were originally hired).

Up until June 1, 2024, you may submit a change to your transfer request profile only one time. During that one allowed transfer request profile update, you can revise your selection for up to five sites, but all those changes must be made during the single (one) allowed profile revision submission.

***In order to submit a change to your transfer request profile, please email hrd@smcps.org to be notified when to edit your transfer request profile through the online portal once it has been submitted. If you make a change after your original submission, principals will not receive a notification, and no one will know that you have requested a transfer to their school.

When you submit a transfer request by June 1, 2024, you are eligible to be interviewed and considered for vacancies before potential external new hires are considered. Please understand that a principal must look at the total needs of the school in making a recommendation to the Department of Human Resources for placement or employment. We seek, therefore, to honor and support such transfer requests when such a request is in the best interests of the school and school system. If you are planning to not return (resign, retire, request a leave of absence) for the 2024-2025 school year and have not already contacted the Department of Human Resources, please contact Dr. Dale Farrell, dpfarrell@smcps.org, in the Department of Human Resources. According to the regular contract, letters of resignation are due in the Department of Human Resources no later than May 1st for non-tenured teachers and no later than July 15th for tenured teachers. Failure to meet these deadlines may impact your teaching certification issued by the Maryland State Department of Education.

Step 3: Once you're logged in, you will see your personal dashboard. Scroll down under “Contact Detail” and select the plus (+) next to “Certificate” to expand the area.

Step 4: You will see your certification listed in the “Current Certificate” section. You may have to scroll right to see the view and download options. You may preview your certificate by clicking on the “Preview” button. If you would like to download or print your certificate, scroll to the bottom of the preview and click “Download PDF.”

Your certificate will look very different from any Maryland certificate you’ve seen before! Your certificate is not only vertical (page 1) but will also include the renewal requirements (pages 2-4).
