Under administrative direction, plans, manages and directs a broad scope of complex financial activities for a large department's operating and capital improvement budgets, including multiple non-County funding sources each with complex utilization and reporting regulations, grants, and generation of program- or performance-critical reimbursements and/or revenues; provides guidance to department head & staff on policy matters and processes related to fiscal operations; develops, monitors or modifies processes to increase efficiency and effectiveness of accounting operations, including related non-County processes and reporting to maximize utilization, reimbursements, funding and/or revenues; supervises a staff of professional and paraprofessional accounting staff; performs other duties as assigned.

Essential Duties

The Senior Controller for Social Services is responsible for all aspects of the Department’s budget, including the budget of the Children’s Services Act. The Senior Controller oversees the Department’s finance department as well as building operations as part of the Administration Division. This position directly supervises the Accountant Senior and indirectly oversees six (6) accounting team members.

Essential Duties:

Budget responsibilities:

  • Prepares Annual Operating Budget of projected expenditures in detail by line item and in summary with supporting narrative information, for submission to the Office of Management and Budget (OMB).
  • Prepares budget presentations and responds to inquiries from the OMB, the County Manager, the County Board of Supervisors, and other key officials.
  • Monitors expenditures & revenues preparing budget amendments & transfer of appropriations as needed.
  • Conducts ongoing analysis of state budget allocations and identifies solutions to make state allocations commensurate to County appropriations.
  • Reviews Central Service Cost Allocation documents annually to ensure cost allocation methodology is sound and that there is no duplication in expenditure reporting.
  • Certifies agency payroll expenditures monthly.
  • Prepares detailed revenue spreadsheets to ensure revenue is received & correctly posted in state and federal accounts.
  • Reviews and monitors monthly Medicaid reports received and identifies incorrect charges requiring adjustment.
  • Prepares complex analyses of anticipated expenses and revenues for the Children’s Services Act and is a member of the Henrico Policy and Management Team.
  • Prepares and presents bi-monthly financial and statistical reports of program expenses to the Board of Social Services.

Finance responsibilities:

  • Supervises the finance manager, overseeing the routine processing of the department’s financial transactions, including data management, reporting, payroll, and personnel transactions.

Building Operations:

  • Oversees the purchase, tracking, and disposition of department assets.
  • Manages building maintenance, vehicle fleet, and capital improvement projects.


Minimum Qualifications

Four (4) year degree in accounting, finance or other relevant degree, degree in Public Administration preferred and eight (8) years of progressively responsible professional accounting experience managing the financial operations of a large department, including two (2) years at a mid-level or higher managerial level; CPA preferred; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
