General Statement of Duties

Closing Date: This position closes on Monday, October 7, 2024.

Oversees Community Development functions including two Permit Centers and the processing of County-wide residential and signage permits; manages non-supervisory and first- line supervisory staff; performs other duties as assigned.

Essential Duties

This role provides leadership in managing the daily operations of the Community Development Agency.

The successful candidate:

· Oversees all aspects of two Permit Center campuses, including staffing and daily operations.

· Ensures staff deliver timely, clear, and compliant responses to permit applications and to stakeholder questions.

· Leads Community Development functions which include relaying information and coordinating services among Building Inspections, Planning, Public Utilities and Public Works.

· Develops and maintains a reputation for impeccable customer service and positively represents the County to constituents.

· Provides expert interpretation of permit-related laws and regulations.

· Collaborates with partnering departments to maintain a shared interpretation of laws and regulations and to plan consistent interpretation communications with external stakeholders.

· Selects, supervises, develops, and evaluates Community Development employees.

· Oversees and participates in the selection, maintenance, and replacement of permit intake and processing technology.

· Determines permit application evaluation tools, including GIS modules, and oversees tool access and ongoing training.

· Coordinates responses to constituent complaints.

· Prepares and monitors the division's annual budget.

· Reviews and authorizes purchase requests, in accordance with policy and internal controls expectations.

· Coordinates recordkeeping and ensures adherence to retention and destruction schedules.

· Oversees division timekeeping.

· Serves as a working supervisor as needed.

· Performs other duties as assigned.

Minimum Qualifications

Education: Four (4) year or higher degree in a job-relevant such as planning, public administration, or civil engineering. Experience: Four (4) years of job-relevant work experience, including three (3) or more years supervisory experience. OR: Any equivalent combination of experience and training which provides the necessary knowledge, skills and abilities.

Valid driver’s license to perform assigned duties at various locations.
