General Statement of Duties
Utilizes the highest-level proficiency and precision in the operation, maneuvering and manipulation of all types of vehicles, heavy equipment and other types of equipment, tools and controls in the performance of assigned duties; serves as a crew leader or serves as part of work crew and handles the most complex assignments, includes working in extreme weather and traffic conditions and in confined spaces as needed; performs other duties as assigned.

Essential Duties
- Thorough working knowledge of the Division's operations, equipment, materials and methods used on worksites and to perform assigned job duties; ability to safely and efficiently operate, maneuver and manipulate a wider variety of hand, power, pneumatic, hydraulic gas and electric tools and equipment specific to assigned tasks with a consistently high degree of proficiency and precision and with constant attention to safety to prevent accidents and damage; advanced working knowledge of the hazards in physically demanding work and of necessary safety precautions; ability to work safely in all types of weather, traffic and worksite conditions utilizing all required personal protective equipment (PPE) at all times; thorough working knowledge of general maintenance and simple repair of tools and equipment used on the worksite; demonstrated ability to appropriately repair and maintain job related tools and equipment; thorough working knowledge of traffic rules, traffic management rules, safety rules and regulations and accident-prevention practices.
- Sound computer skills with the demonstrated ability to proficiently use typical business software, proprietary systems and applications to complete assigned tasks.
- Excellent written and oral skills; communicates clearly and accurately, both verbally and in writing, with the department staff to share information and provide training and with the County's diverse citizen populations by using non-technical language to provide excellent customer service.
- Accurately understands and follows complex instructions, policies and data, including federal regulations; makes sound decisions independently, appropriately involves supervisor as needed; excellent organization skills; plans and executes assigned work effectively to successfully complete assigned tasks accurately, in a timely manner within established deadlines; plans, organizes and conducts meetings or training sessions as assigned.
- Non-supervisory. Serves as crew leader and as part of a team; excellent training and collaboration skills.
- Works indoors and outdoors; may work in various locations based on assigned duties such as cross training.
- Visual and hearing acuity sufficient to communicate and interact accurately and effectively. Physical ability sufficient to safely perform assigned duties in all types of duty-related locations under all types of worksite, traffic and weather conditions.
- Proficiently and safely operate and maintain loaders, excavators, backhoes, roll-off trucks, transfer trailers, yard jockey and other heavy equipment
Minimum Qualifications
Completion of high school preferred and six (6) years of relevant work experience, including 2 years as County Utility Heavy Equipment Specialist III; OR, any equivalent combination of education and experience which provides the necessary knowledge, skills and abilities.
Additional Information
This position reports to DPU Solid Waste at one of two transfer stations - Springfield Public Use Area at 10600 Fords Country Lane or Chrales City Road Public Use Area at 2075 Charles City Road.
This position may be filled at any level (Specialist, I, II, III, IV) commensurate with the successful candidate's qualifications and the needs of the department at the time of hire.

Requires a valid driver's license with a safe driving record and a valid CDL (Class A or B as determined by job duties and operational needs).
Maintains Environmental SOP training requirements, valid VDOT flagging certification, valid confined space certification, pesticide applicator's license and a forklift operator certification as required.
Refer to current approved CDP for education, license, certifications or other level-specific requirements.
May be required to work a rotating on-call schedule.
