General Statement of Duties

Administers the activities of a division within a large and complex department; does related work as required.
Essential Duties
Extensive knowledge of the principles, theories, practices and procedures of assigned program area; extensive knowledge of the underlying laws and policies governing one or more major program areas; extensive knowledge of the principles and practices of administrative management; effective oral and written communication skills; ability to plan, organize and direct the work of subordinate professional, supervisory, technical and/or support employees; ability to establish and maintain productive and harmonious working relationships with the public, employees, County agencies and elected officials; ability to prepare technical and informative reports, ability to present complex information to varied audiences; ability to exercise sound judgment and discretion.
Henrico County operates under the County Manager Form of Government. Under direction of the Director of Finance, the Treasury Division Director carries out "(iii) the collection of taxes, license fees and other revenues;" and shares "(iv) the custody of all public funds belonging to or handled by the county" with the Accounting Division Director. The duties of the Treasury Division Director are similar to the responsibilities of elected Treasurers in other localities.
The Treasury Division Director leads and directs the county’s revenue collection, cash management and banking operations and is generally responsible for:
- Directing a staff of forty employees across two office locations through strategic vision and goal setting along with the review of daily, weekly, quarterly, and annual performance measures.
- Monitoring industry trends and market conditions and providing recommendations to senior leaders related to cash collection and management.
- Working extensively with bankers, auditors, internal counsel, investment advisors, collection agents, vendors, and senior leadership.
- Leading and participating in RFP evaluation committees for multiple high-impact contracts including vault operations, payment services, relationship banking, and others.
- Leading the County's PCI compliance task force.
- Additional duties as assigned.
This position requires strong strategic leadership, decision making, political acuity, ability to work across multiple stakeholders to produce results, and compliance with numerous complex state and federal laws.
Minimum Qualifications
Possession of a bachelor's degree in a field related to the assigned program area; and six (6) years of program experience, two (2) of which must have been in a supervisory capacity (master's degree in a related field preferred); OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Additional Information
More than two years of supervisory experience is highly desired.
The salary range for this position will be in the low-mid range of the listed salary scale, commensurate with experience.
