SUMMARY

Under general supervision, oversees the comprehensive on-site school-based and/or district wide chemical health and intervention services; provides access to prevention resources and best practices, and short term counseling to students and families.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Provides counseling and assistance on substance abuse issues for MPS students, staff and families.
  • Serves on pre-assessments and site student support teams, emergency response and other related committees.
  • Administers alcohol & drug screening tools as requested.
  • Provides short term support for students and families including return from suspension, IEP, and Administrative Transfers.
  • Provides staff training around youth drug trends, classroom prevention materials, stigma reduction, and non-use promotion.
  • Consults with site administrators and/or related services team to address acute student use concerns.
  • Collects and analyzes student use data.
  • Assists in implementing curriculum for classroom substance abuse prevention programs.
  • Works with community leaders to identify program needs and community service improvements.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor’s Degree in Alcohol & Drug Counseling, including completion of Alcohol And Drug Counselor practicum; AND four (4) years of professional experience in substance abuse counseling; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:

  • Rules and regulations of the Minnesota Department of Health, and Board of Behavioral Health and Therapy.
  • Public health and safety protocols and regional substance abuse issues.
  • Counseling techniques and procedures, and professional rules of conduct.
  • Fundamentals of substance abuse patient behavior, counseling procedures, and mental hygiene.
  • Ethnic and socio-economic minority cultures, and barriers to counseling services.
  • Regional community service agencies and other governmental assistance programs.
  • Principles of record keeping and confidential records and file management.

Skill in:

  • Interpreting and applying applicable Federal, state and local rules and regulations; and MPS policies.
  • Reviewing operations, identifying potential problems, and verifying MPS compliance with state and Federal regulations.
  • Analyzing and identifying substance abuse problems, and recommending effective solutions.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Researching, collecting, analyzing, and preparing data and generating reports.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid Minnesota State Driver’s License may be required.

Must possess and maintain a valid Licensed Alcohol and Drug Counselors (LADC) license from the Minnesota Board of Behavioral Health and Therapy.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
