Job Description Summary

The Vice Chair for Finance and Administration works closely with and under the direction of the Department Chair and serves as the senior administrative officer for the Department of Family Medicine. The individual in this position is responsible for the administrative and financial issues related to the department’s tripartite missions of clinical care, education/training, and research and oversees the management of the departmental budgets and related support staff. This position works with the Department Chair to develop and implement strategic plans, prepare business plans, and plan for anticipated workforce needs as appropriate.

Job Description

35% Oversees all general administrative as well as specific operations related to Patient Care, Research (basic and clinical) and Education missions within the Department.  Serves as primary administrative representative for the Department Chair with department faculty and staff, the College of Medicine Dean’s office, MUSC/MUHA/MUSCP administration, and the MUSC Foundation.  Organizes and coordinates efforts between and among each mission and representative personnel, and each University entity and representative personnel (MUSC, MUSCP, MUHA) to ensure direction and goals as set forth by the Chair are communicated and met.  Work with the Chair to initiate and implement departmental strategic plans and initiatives.  Oversee facilities/space management for the department and ensure adherence to institutional physical resources policies and procedures.  Oversee information technology issues for the department.

25% Responsible for the review and management of departmental finances and grants administration. Reviews monthly financial statements and monthly budget status of accounts from GCA, MUSC and MUSCP business offices. Reviews activity/productivity reports regarding faculty clinical and research activities. Advises the Department Chair of faculty productivity. Works closely with MUSCP business offices on protocols associated with billing for professional fees and assists with development of procedures for collection of funds for both inpatient and outpatient services.  Ensure adherence to institutional research policies and procedures.  Manage all procurement actions for the department.

10% Oversees the development and management of all departmental budgets related to the operation of the department and provides Department Chair with financial reports and analysis. Responsible for business planning and implementation, which includes forecasting growth and strategic business initiatives, faculty manpower requests, related financial proformas, and operational and business strategies.  Exercises managerial direction for fiscal matters of the department by maintaining an effective and efficient financial management system. Responsible for coordinating the department’s budgetary and strategic plans with those of the College of Medicine, MUHA, and MUSCP.  Responsible for the development and implementation along with the Department Chair of start-up and retention packages of faculty members.

10% Work with the Chair in the recruiting, hiring and onboarding for faculty members and staff, and approves all personnel actions for the department.  Ensure departmental clinical providers and staff meet compliance and regulatory requirements.  Ensure all new departmental providers are enrolled timely with all payors.  Ensure adherence to institutional HR policies and procedures.  In coordination with the Chair, responsible for the development and implementation of faculty contracts on an annual basis.  Coordinate annual personnel evaluation process for departmental faculty and staff.  In coordination with the Chair, manage the department’s implementation and management of the annual MUSC Employee Engagement Survey.

5% Provide administrative management of Residency and Fellowship training programs. Coordinate the recruitment and hiring for postdoctoral fellows and clinical fellows. Assist departmental education staff with student, residency and fellow program including rotation schedule and evaluations. Ensure all ACGME protocols are followed.

5% Provide oversight and administrative management for all sponsored research administration for the department. Ensure assistance is provided when needed for budget and proposal preparation and management for all grants and contracts. Ensure coordination between the Pl, ORSP, GCA, and compliance offices Initiate development of budgets for grants and contracts and prepare written justifications to support budget proposals. Work with fiscal and other support personnel to prepare grant and contract budget proposals. Oversee support of grant renewals and anticipate renewal dates. Oversee pre and post award financial planning and reporting. Oversee the reporting of clinical trial accrual by faculty member, and work closely with Principal Investigators and study coordinators on trial accruals and associated budgets.

5% Provide oversight, planning, and administrative management of community-based initiatives. Examples of initiatives include department work with the underserved, through the CARES Clinic (student-run free clinic) and the Navigation Center, caring for the currently unhomed. Also included is work with the geriatric population, through relationships with Continuing Care Retirement Communities.

5% Assists with departmental projects and performs any additional duties as assigned.
