Description Position Title: Supervisor of HR Operations
Department: Administrative
Reports To: Director of Human Resources
Salary in accordance with the Act 93 agreement

Purpose of Position
To support the Director of Human Resources by performing a wide variety of complex clerical and administrative duties, often of a confidential nature. Plans, develops, implements, and evaluates progressive and proactive supervision of the Human Resources function, supporting the smooth and efficient operation of the District.
Essential Duties and Responsibilities:
  • Supports the management of the Human Resources Department. Serves as back-up to the Director of Human Resources. Under the guidance of the Director of Human Resources, provides direction and guidance to and supervision of other Human Resources Department staff.
  • Supervises administration of employee insurance plans including but not limited to health, dental, vision, prescription, life, disability and COBRA. Supervises open enrollment program and ensures timely and accurate processing of all documents related to employee benefits. Researches, develops, recommends and implements new or modified insurance plans, cost-containment measures and employee benefits policies.
  • Oversees implementation and administration of departmental HRIS systems. Organizes pertinent benefit-related data into reports and usable form as needed for various federal, state and local agencies. Oversees the maintenance of all Human Resources data filing systems and recommends improvements in efficiency and confidentiality as needed.
  • Supervises departmental functions and District projects supporting matters such as recruitment and selection, labor relations, benefits administration, risk management, onboarding and exit processing, FLSA auditing, and the like.
  • Reconciles and authorizes payment of monthly health and welfare and other related billings and maintains contact with third-party service providers to ensure the processing of billing for benefit-related payments due from District insured individuals.
  • Conducts investigations of personnel-related issues and contract grievances and provides support to principals in these areas as needed.
  • Assists with oversight, supervision, evaluation and selection of Human Resources staff. Provides input for Human Resources Department budgeting, and monitors, estimates, recommends and plans for future needs.
  • Oversees the management of all tracking systems related to leaves of absence and paid and unpaid absence days
  • Assists in the planning, development and implementation of human resources policies and procedures to guide all phases of human resources administration. Plans, develops and recommends and implements new human resources programs.
  • Maintains knowledge of and familiarity with applicable collective bargaining contracts, the Act 93 Agreement, related contracts and agreements, policies, memoranda or other documents which affect the administration of Human Resources functions and ensures District compliance with same.
  • Plans, develops and conducts training and professional development events including induction for professional staff as required to qualify for tenure.
  • Provides guidance and consultation in areas of expertise to administrators and supervisors for issues requiring personnel related assistance, counseling, or mediation; in consultation with others as necessary.
  • Performs other duties as assigned.
  • Minimum Training and Experience Required to Perform Essential Job Functions
  • Master's degree in Human Resources, Business, or a related field
  • Minimum of 4 years experience in field of human resources
  • Excellent communication, organizational, problem-solving, and technology skills.
  • Ability to work in a team environment and work under stress. Ability to work effectively with people and be able to supervise others.
  • Ability to do job responsibilities with minimal supervision and ability to schedule time to meet deadlines.
  • Ability to concentrate on the accuracy of detailed information, meet deadlines, multi-task, and work under pressure.
  • Ability to exercise judgment for when to act independently and when to refer situations to a supervisor.
  • Ability to work flexible hours and schedules.
  • Salary Range: $97,889 to $126,146
