Job Description Summary

The Facilities Contract Monitoring Officer (CMO) will provide direct implementation, performance monitoring, and technical oversight for all maintenance and support contracts for the Facilities Engineering Operations and Maintenance teams for the MUSC University and Medical University Health Authority (MUHA) activities within the Charleston region and provide technical guidance and oversight to the Regional Health Networks (RHN’s) Facility Engineering departments. The CMO will assist the Charleston Region Facilities Contract Manager in the collection and development of technical requirements for the solicitation of vendors to provide support activities to the various Facility Engineering Operation Divisions. This individual reports to the RCM manager and will coordinate a portfolio consisting of 30+ maintenance agreements and totaling $5M+ annually, maintaining a high-quality standard and ensuring compliance with regulatory and customer requirements while meeting the financial objectives of the Facilities Department.

Education Requirements:

· Bachelor’s degree or above, with a technical or engineering focus.

· Minimum of 5 years working within a facilities maintenance role or similar position.

· Minimum 3 years’ experience working within a CMMS maintenance software.

Job Description

Job Purpose:

Job Responsibilities:

25% - Oversees, develops, and establishes maintenance contract monitoring and work plans within the organization’s computerized maintenance management system (CMMS) to 

ensure that all contract maintenance work is documented to related assets, completed in a timely manner and in compliance with the contractual terms. 

15% - Collaborates with the Facility Engineering Operations leadership at varying levels to identify technical requirements for establishing bid documents, defining, and documenting criteria for proposal assessment and evaluation. 

15% - Coordinates maintenance contractor activities with departmental leaders and maintenance personnel in order to facilitate repair or replacement of equipment related to the maintenance contracts as necessary or needed. Ensures departments understand their role in the oversight of maintenance contractor and vendor personnel to ensure that all contract maintenance work is completed in a timely manner and in compliance with the contractual terms. 

15% - Management and oversight for one-time, special projects coordination to support the MUSC mission. Projects will be short term (under 3 months) and typically involve mitigation of an identified risk through close management and supervision of external contract and vendor personnel; responsible for oversight and inspection of work performed and ensuring work is performed within the approved scope of the project. 

15% - Collaborates in an integrated fashion with the appropriate Executive Directors, Facility Engineering in the establishment, management, and coordination of periodic and emergency maintenance programs for a wide range of technically complex facility systems, including but not limited to elevators, building automation systems, chillers and boilers, fire alarm and suppression systems, and water management and treatment programs. 

10% - Ensures that contractors accurately document compliance and preventive maintenance activities. Participates in periodic regulatory surveys in order to demonstrate compliance of the maintenance programs. 

5% - Collaborates with the Maintenance Directors and Shop Leaders to ensure budgetary and regulatory compliance related to the maintenance programs. Develops projected cash flows and budgets for all maintenance contracts and off contract repair services.
